Hi how big is your Chile?
Chile's are so easy to care for just your usual coconut husk block substrate i have mine bone dry and just overfill the water bowl every now and again for a little humidity.
As for housing well its quite easy @ sling stage i use the cricket tubs you get when you purchase crickets, and use a mineral water cap with a little stone in so the sling has access to water if need be the idea of the stone is simply so the sling doesn't get stuck and drown, and again dry substrate,i put a piece of slate in the tub as well all my slings i have borrow under the slate which is used for the hide.
As the Tarantula grows you will know when it needs to go into a bigger enclosure so you can make the move to say a small plastic Fauna, then to medium then large as these are cheap, however if you want to push the boat out you can invest in a 30x30x30 Exo Terra enclosure which is what i keep my adults in.
Decoration is entirely up to the individual, i use the big hollow tree logs, cork bark and some really funky vines all can be purchased online, whilst other setups i have seen have just had a hide and a water dish the tarantulas don't seem to mind, like i said its all up to the keeper.
