It should also be noted that if the tortoise is below a fixed size, I belive 10cm, then it needs a species certificate, but if its larger, it needs to be linked to the certificate by way of a microchip, with the details recorded.
If you buy an Artical 10 tort, you do not have to change the cert details with defra, but you are not permitted to sell it unless the certificate has your details on.
